The Operational Readiness Alert can be set up to provide a warning when an Operational Readiness Condition is not met.

It includes the standard Alert details of Name, From/To date range, Message, Severity and Suppressibility.  You also need to include at least one Operational Readiness Condition to check.

Additionally you can provide Shift Definitions.  These are optional but if included, the alert will only check the specified Shifts to determine if the Condition is ready or not.

While the Alert is active, a warning/error will be raised for each Worker (and Shift) that has any of the Conditions with a "Not Ready" value.
